This really illustrates a difference in cultures and priorities between Portugal (and perhaps other parts of the Europe) and the United States.
I’ve been in Portugal when they’re tearing up the road for utility work. They totally blow these designs away to get at pipes, wires, etc.
What’s amazing is that they completely reconstruct the designs when they’re done!
In U.S. cities we’re fortunate if the pavement is reasonably sound after utility work.
